That could be the problem. I'm having same issue, I have gb free space on my ps4 so I just restarted my ps4 with gb free space and it downloaded fully I guess. The bar doesn't update while it downloads so you have to restart your ps4 to see where you are at.
I'm having this problem, but on PC. I deleted download. Removed power for 3 seconds. Turned on, it found the download and started progressing through it. Hope this helps. Same problem.
