Hi I've got a similiar issue myself. I'm trying to download a few items for Star Wars Empire at War. But when I've subsribed to a few items wait and wait, nothing appears to have downloaded in the mod folders of the game, so I can't run the mods. Step 4. If it is, delete the broken mod. Bear in mind that you delete all broken mods by repeating this step. Step 5. Open the Steam client and navigate to the Library tab. Right-click the affected game and select Properties. Step 6. Now, you can try downloading a new mod and check if the Steam Workshop not downloading mods issue is fixed.

Maybe a clean out will help. Good luck! I heard that someone changed the location of steam on their pc. I gave it a try and moved the game to a seperate storage device and the game will run but the mods are still broke. Its really tough for me with this wifi stuff.
Re downloading nearly Gb of mods is simply not possible. Store Page. Cities: Skylines Store Page. Global Achievements. Ozone View Profile View Posts. I have three items in my "Steam Workshop" tab, in the content manager. But they don't download.
The download bars remain empty, and I can't activate them.
